The purpose of this document is to set out how the Government intends to achieve its policy objectives over short to medium terms through the budget. In doing so, the basic macroeconomic framework (even though still rudimentary) presented in this Budget Policy Framework Paper forms the basis of resource projections and indicative expenditure allocations. It also forms the basis of the detailed estimates of revenue and expenditure for fiscal year 2017, which will be presented to the Parliament before the 31 of December 2017.
